And the answer is...
3 or more! On a GOOD day Luke only goes through 2 pairs of underwear. We have been potty training since September!! He knows how to use the bathroom himself and does so many times a day. He is such a boy and won't stop what he is playing with that he also frequently goes in his underwear. We have tried potty charts, candy rewards, punishments, ignoring it- nothing seems to work. Any advice moms?

just so you know, girls don't stop to pee either...my peds dr. said it will happen when they are really. I'm totally okay with leaving them in the bathroom for long periods of time until something falls in the toilet. Uhm, we started setting the timer ever 20 minutes for Isaac, maybe that might work for, oh about 2 times.
